Napa County's Zoning Code (Title 18) protects farmland first: most unincorporated land is zoned AP Agricultural Preserve or AW Agricultural Watershed (Chapters 18.16 and 18.20), where industrial and data-processing uses are not permitted. Industrial development is confined to IP Industrial Park (Chapter 18.40) and GI General Industrial (Chapter 18.44) areas, concentrated at the Napa County Airport Industrial Area. A data center is not a listed use in any district, so a project could proceed only if the approving body found it a non-nuisance use similar in character to permitted industry — requiring a use permit and CEQA review. These rules govern only unincorporated land; Napa, American Canyon, Calistoga, St. Helena, and Yountville set their own zoning.
Building or operating a data center without the required use permit, or siting one on Agricultural Preserve or Agricultural Watershed land, violates the Zoning Code. The county can deny applications, withhold building permits, and pursue code enforcement.
