Lassen County's Zoning Code (Title 18) does not name data centers. Because a server hall is a light-manufacturing/industrial use, the planning director classifies it under the M-1 Light Industrial catch-all (Section 18.42.030), which permits uses of the same general character as those listed, or in the M-2 Heavy, M-L Limited, or M Industrial district. Each district lists uses allowed by right (18.42.030), commercial uses by right (18.42.035), and uses permitted only by use permit (18.42.040); a large power- and cooling-intensive facility is routed through discretionary use-permit review. Any discretionary approval triggers CEQA review of power, water, and noise. Title 18 governs unincorporated land only; the City of Susanville, the county's sole incorporated city, applies its own zoning code.
Building a data center on land not zoned M-L, M-1, M-2, or M, or without the required building or use permit, is a zoning violation. Planning can withhold permits, issue stop-work orders, and require rezoning or permitting first.
