Title 17.04.510 makes it unlawful to operate any unmanned aircraft, drone, or model aircraft within the boundaries of any LA County park, beach, lake, golf course, or recreation facility unless the operator has obtained a written permit from the Department of Parks and Recreation. The County system covers more than 180 sites including Castaic Lake, Whittier Narrows, Kenneth Hahn, Castaic Sports Complex, and the unincorporated coastline. Permits are typically issued for commercial filming, organized events, or research and require proof of FAA Part 107 certification, liability insurance, and a fee. The Sheriff's Department and Park Rangers enforce. State Parks and incorporated-city parks follow their own rules, often more restrictive.
Operating a drone in a County park without a permit is a misdemeanor under Title 17.04.510 punishable by 90 days jail, 500 dollar fines, equipment seizure, and a one-year ban from County parks.
