Recreational drone operations follow FAA rules: fly below 400 feet in uncontrolled airspace, maintain visual line of sight, yield to manned aircraft, and stay away from airports. Many unincorporated areas are near controlled airspace (LAX, Burbank, Long Beach airports) requiring LAANC authorization through FAA-approved apps. LA County parks prohibit drone flights without a permit from the Department of Parks and Recreation. Flying over LA County fire incidents is a state crime (Penal Code 402).
FAA violations for unsafe drone operation carry civil penalties up to $27,500 per incident. Flying near airports without authorization can result in criminal prosecution. Flying over active fire scenes violates CA Penal Code 402 with fines up to $2,000 and/or 6 months jail. Unauthorized drone use in county parks may result in a $100-$500 citation from park rangers.
