Riverside County adopted a Climate Action Plan setting countywide targets for greenhouse gas reduction, addressing transportation emissions, building efficiency, and renewable energy across unincorporated areas and partner cities.
The CAP, integrated with the Riverside County General Plan, establishes greenhouse gas reduction measures including building electrification incentives, EV charging requirements, transit and active transportation expansion, and renewable energy on county facilities. New unincorporated developments must complete a CAP consistency checklist demonstrating emissions mitigation. The plan supports state targets under SB 32 and AB 1279, with five-year progress reviews. Implementation is coordinated through TLMA, Public Works, and Building & Safety alongside cities such as Palm Springs and Riverside.
Projects inconsistent with the CAP checklist may be required to add mitigation measures, redesign, or pay in-lieu emissions reduction fees before permits issue.
