The Sustainable LA Plan (L.A.'s Green New Deal) sets binding targets, including 100% renewable electricity by 2035 and net-zero carbon buildings by 2050. LAMC Chapter 99 (Building Decarbonization Reach Code), adopted 2022, requires nearly all new construction to be all-electric β gas hookups for space heating, water heating, cooking, and clothes drying are prohibited in new residential and most commercial buildings. LADBS reviews permit applications for compliance, and exemptions exist for restaurants and certain industrial uses.
Permit applications without compliant all-electric design are denied; installation of prohibited gas equipment voids the certificate of occupancy and triggers LADBS correction notices and re-inspection fees up to several thousand dollars.
