Under LAMC Chapter 99, almost all newly permitted buildings filed after April 1, 2023 must be all-electric, with no natural-gas plumbing inside the building envelope, narrow exceptions for commercial cooking and emergency generators. CALGreen mandatory measures cover low-flow fixtures, construction waste diversion above 65%, low-VOC finishes, and bicycle parking. New residential buildings with parking must provide EV-ready, EV-capable, and EV-installed spaces by tier; commercial projects require minimums under CALGreen Section 5.106.5.3. The LADBS Green Building Program processes plan check and final compliance affidavits for all projects.
Installing prohibited gas piping, missing EV-readiness conduit, or skipping waste-management plans triggers LADBS rejection, withholding of certificate of occupancy, and mandatory retrofit before final inspection signs off.
