Pasadena, CA Building Safety: Green Building Code (2026)

Section 14.04.010, readopted in full by Ordinance No. 7461 on November 10, 2025 (repealing and replacing the prior Chapter 14.04 that dated to Ordinance No. 7416 of November 13, 2023), adopts California Code of Regulations Title 24, Parts 1 through 12, 'with the same force and effect as though set out herein in full.' That package explicitly names the '2025 California Green Building Standards Code' alongside the Building, Residential, Electrical, Mechanical, Plumbing, Energy, Wildland-Urban Interface, Historical Building, Fire, Existing Building, and Referenced Standards Codes, and the section requires one copy of each to be kept on file for public inspection.

Because the Green Building Standards Code is folded into the same Title 14 framework, it is administered and enforced the same way as the rest of the Building Code: the Building Official within the Planning and Community Development Department is the enforcement agency under Section 14.03.030.A.1, and a permit from that office is required for the work the green code regulates, including solar and energy storage installations tied to an otherwise-exempt accessory structure, which Section 14.03.060.B.1.a specifically says are 'not exempt from permit requirements.' Section 14.03.050 confirms that the unlawful-act and penalty provisions apply to 'all sections in the codes referenced in Section 14.04.010,' which by its own text includes the Green Building Standards Code.
