Lakewood, CA Building Safety: Green Building Code (2026)

Section 8900, most recently reaffirmed by Ordinance No. 2025-2 on November 11, 2025, states that the California Green Building Standards Code, 2025 Edition, "shall be and become" the Green Code of the City of Lakewood, regulating planning, design, operation, construction, use and occupancy of every newly constructed building or structure, and providing for permits, fees, and penalties. A copy is kept on file with the City Clerk for public inspection, the same deposit-and-maintain language used for the Building, Plumbing, Electrical and Residential Codes.

Section 8902 then trims the county overlay: it lists five sections of Title 31 of the Los Angeles County Code, sections 4.106.4, 4.106.5, 4.408.1.1, 5.106.2 and 5.408.3, and states plainly that they "are not adopted by the City of Lakewood" and "shall not be a part of the Green Code as applied in the City." As with the Building, Plumbing and Residential Codes, § 8901 folds in the Building Code's § 8101 definitions, meaning enforcement runs through the Director of Community Development as Building Official and the city's own Building and Safety Division rather than a county office. Appeals from a Green Code determination go to the Board of Appeals under § 8903, the same body that hears Building Code appeals, and green-code permit fees are set by City Council resolution under § 8904 rather than fixed in the ordinance text.
