Lakewood, CA Building Safety: Fire Sprinkler Requirements (2026)

21a, Dwelling Unit, Accessory (ADU), sets Lakewood's local ADU development standards alongside state ADU law. Item 8 of that section addresses utility and infrastructure adequacy, letting the City deny a new residential unit, including a detached ADU, where an area lacks capacity for potable water, fire flow, sewer, or electricity; that determination does not apply to an ADU attached to an existing dwelling, which is treated as an expansion of the primary unit's existing utility service. Subsection 8(b), captioned Fire, requires that any ADU sit within 450 feet of a fire hydrant with a clear path to run a fire hose from that hydrant to every part of the proposed unit, and it states plainly that fire sprinklers are not required for an ADU if they are not required for the primary dwelling unit or a related multifamily attached complex.

2(a)(1)(D)(viii), requires ADUs and JADUs converting non-habitable space to be built to Group R occupancy standards under Section 310 of the California Building Code, but it carves out an express exception: that finding does not require fire sprinkler installation unless the Fire Department separately requires it under other regulations consistent with state law. Fire and life-safety review for Lakewood, a contract city, is performed through the Los Angeles County Fire Department rather than a city fire department, and it is the County Fire Department that can still impose a sprinkler condition on a specific project notwithstanding this local exemption.
