Section 9321 requires a private garage or carport with at least two covered parking spaces for the first dwelling unit on an R-1 lot, plus one additional paved space per extra unit, and it keeps that garage or carport itself out of the front yard, though the paved driveway within the front yard can supply the required spaces, including tandem parking. B, the Allowed Driveways standard, then governs what surface qualifies: concrete, patterned concrete, bricks, and pavers are allowed, along with other impermeable or permeable materials the Community Development Director approves, but asphaltic concrete is expressly not an allowed driveway surface for single-family residential uses, an unusually specific material ban.

Driveway width is capped at 10 feet for each off-street parking space it leads to, for example 20 feet for a two-car garage, and a circular driveway needs a Public Works encroachment permit for two driveway aprons on a lot with at least 75 feet of frontage. An existing driveway may add up to one additional front-yard parking space, capped at 200 square feet, or a 10-foot-wide expansion where it runs alongside the existing driveway, under a change effective for driveways as they existed on August 8, 2023, per Ordinance 2023-6, but a circular driveway cannot combine with this expansion.

C, which limits paved coverage of the front yard to 60%, 80%, or 90% of that area depending on lot frontage width. Required parking spaces must stay clear of storage, furniture, appliances, or debris under Section 9321's closing paragraph.
