9, Residential Parking Limitations, governs where vehicles may sit on a residential lot. Subsection (c)(1) bars using any part of a required front yard or street side yard for off-street parking of automobiles, trucks, buses, trailers, campers, boats, recreational vehicles, airplanes or motorcycles, reserving that space for the driveway, back-up apron and turning radius only. Subsection (c)(2) allows up to three vehicles in operating condition to park behind the front line of the house, but they must be screened from public view to a height of six feet and the parking area must be paved; unpaved storage anywhere in that yard is not permitted.

A related rule, Sec. 3(e)(4), separately prohibits parking on any unpaved front or street side yard citywide. Subsection (c)(3) permits a recreational vehicle used for daily transportation to park overnight in a driveway as long as it fits entirely within the driveway and does not overhang the sidewalk or street. Every residential garage must keep a permanently maintained garage door, with roll-up doors required on new construction unless the Architectural Review Board approves an alternative, and assigned garage or carport spaces cannot be rented out separately from the unit they serve.

Subsection (d) further bars commercial vehicles, trucks, buses and towed equipment from residential lots except while actively servicing the property or during an active building permit.
