Los Angeles became one of the first U.S. cities to mandate cool roofs on residential reroofs and new construction in 2014. LAMC Β§94.0303 amends the city's Green Building Code, and LA Energy Code Β§150.1(c)11 follows California Title 24 Part 6 prescriptive cool-roof rules. Low-slope roofs (pitch 2:12 or less) on single-family homes must use products with a CRRC-rated aged Solar Reflectance of 0.63 and Thermal Emittance of 0.75, equivalent to SRI of about 75. Steep-slope roofs over 2:12 pitch require aged SRI of at least 20. LADBS verifies through plan-check, and Title 24 compliance documentation must accompany permit applications.
Permits not meeting cool-roof requirements are denied at LADBS plan-check. Roofs installed without compliant materials require removal and replacement, plus re-inspection fees and possible code-enforcement action with daily administrative fines.
