Santa Clara County declared a climate emergency in 2020 and adopted the OneSCC 2030 Sustainability Master Plan setting county-operations carbon neutrality and aggressive countywide reduction targets. The Office of Sustainability coordinates implementation across departments serving 1.9 million residents.
The Board of Supervisors passed a Climate Emergency Resolution in 2020 and adopted the OneSCC 2030 Sustainability Master Plan committing the county to greenhouse gas reduction, climate adaptation, and equity targets across operations and unincorporated land use. The Office of Sustainability in the County Executive's Office leads implementation, working with Roads and Airports, Planning and Development, Public Health, Facilities and Fleet, and Parks. Targets include carbon-neutral county operations by 2030, all-electric new county facilities, expanded EV fleet replacement, and 100 percent renewable electricity through Silicon Valley Clean Energy CCE service. The plan also funds adaptation work on wildfire, flood, heat, and water reliability across Santa Clara Valley Water District boundaries.
OneSCC is a policy plan, not regulatory code, and imposes no direct fines on individuals. However, projects in unincorporated areas must meet adopted CALGreen reach codes and Title B amendments; noncompliance halts permit issuance through Planning and Development.
