Santa Clara County Environmental Rules: Climate Emergency Mobilization Rules (2026)

The Board of Supervisors passed a Climate Emergency Resolution in 2020 and adopted the OneSCC 2030 Sustainability Master Plan committing the county to greenhouse gas reduction, climate adaptation, and equity targets across operations and unincorporated land use. The Office of Sustainability in the County Executive's Office leads implementation, working with Roads and Airports, Planning and Development, Public Health, Facilities and Fleet, and Parks. Targets include carbon-neutral county operations by 2030, all-electric new county facilities, expanded EV fleet replacement, and 100 percent renewable electricity through Silicon Valley Clean Energy CCE service. The plan also funds adaptation work on wildfire, flood, heat, and water reliability across Santa Clara Valley Water District boundaries.
