Chapter 700 of the Westchester County Code establishes the Office of Sustainability and directs county operations toward an 80-by-50 emissions reduction target. The plan covers municipal fleet electrification, building retrofits, solar deployment on county facilities, and grants to municipalities for local climate action. Residents and businesses are not directly regulated by the plan, but participating cities such as Yonkers, Mount Vernon, and New Rochelle align local zoning and building codes with county targets, including stretch-energy-code adoption and EV-ready parking requirements.
The plan itself imposes no resident penalties. Local stretch-code or electrification rules adopted by municipalities are enforced through standard building-permit and certificate-of-occupancy processes.
