Columbia County is landlocked in the inland Central Savannah River Area, over 100 miles from the Atlantic. Georgia's coastal statutes do not apply. Its waterfront is Clarks Hill Lake and the Savannah River, governed by federal Army Corps rules.
Georgia's Shore Protection Act (O.C.G.A. Β§ 12-5-230 et seq.) and Coastal Marshlands Protection Act (O.C.G.A. Β§ 12-5-280 et seq.) regulate development only in the state's six coastal counties, so no coastal-zone permit exists in Columbia County. The county's waterfront is the Savannah River and Clarks Hill/J. Strom Thurmond Lake, the largest US Army Corps of Engineers lake east of the Mississippi. Building a dock, boathouse, or clearing vegetation on the lakeshore requires a Corps of Engineers (Savannah District) shoreline-use permit, not a county coastal permit. Waterfront lots are otherwise governed by the county's stream buffers, land-disturbance rules, and floodplain ordinance.
There are no state coastal penalties in Columbia County. Unauthorized docks, dredging, or clearing vegetation below the Corps property line violate federal Thurmond Lake shoreline rules and draw Corps enforcement and removal orders.
