NYC's coastal zone encompasses all waterfront areas across the five boroughs β roughly 520 miles of shoreline. The NYC Waterfront Revitalization Program (WRP), approved by the NYS Department of State under the federal Coastal Zone Management Act, requires consistency review for all discretionary actions in the coastal zone. The NYC City Planning Commission conducts WRP consistency reviews. The Zoning Resolution's Waterfront regulations (Article VI, Chapter 2) set requirements for waterfront access plans, public waterfront esplanades, and visual corridors. Post-Hurricane Sandy, NYC amended Appendix G of the Building Code to adopt higher flood resilience standards. Buildings in the flood zone must be constructed or retrofitted to meet FEMA BFE (Base Flood Elevation) plus a freeboard of 1-2 feet. The NYC Special Initiative for Rebuilding and Resiliency (SIRR) and subsequent resiliency plans have directed billions toward coastal protection including the East Side Coastal Resiliency project and Living Breakwaters in Staten Island.
