All NYC construction projects must implement erosion and sediment controls to prevent soil from entering streets, storm drains, and waterways. For sites disturbing 1 acre or more, a SWPPP (Stormwater Pollution Prevention Plan) is required under the NY State SPDES General Permit for Construction Activity (GP-0-20-001), and DEP administers the NYC Construction Stormwater Permit program. Required controls include silt fences, construction entrances with stabilized tracking pads, sediment basins, and erosion control blankets. DOB requires erosion control measures as part of excavation and foundation permits. The NYC Construction Codes mandate protection of adjacent properties from soil movement (Admin Code Β§28-3309). In MS4 areas, DEP conducts independent inspections of erosion controls. Projects in waterfront or wetland areas must also obtain permits from NY DEC and the Army Corps of Engineers. During major storms, enhanced erosion controls are required.
