New York, NY Parking Rules: Loading Zones (2026)

Curb regulations in New York City are set by dedicated-use signs authorized under Section 4-08(a)(3)(i) of Title 34 RCNY, which lists permitted curb designations such as 'Commercial Vehicles Only,' 'Truck Loading Only,' 'Loading Only,' 'Authorized Vehicles Only,' taxi stands, carshare parking, and EV-charging-only zones. A 2023 DOT rule amendment added the 'Loading Only' (Neighborhood Loading Zone) category. Section 4-08(c)(10) defines a loading-only zone: during the time specified on the posted sign, no person shall stand or park a vehicle in the zone except to expeditiously receive or discharge passengers or actively load or unload goods for pickups or deliveries to or from the curb. Section 4-08(k)(2) governs 'No Standing Except Trucks Loading and Unloading' / 'Truck Loading Only' zones, where only commercial or service vehicles may stand to make expeditious pickups, deliveries, or service calls.
