Local Law 86 of 2005, codified at Admin Code section 6-127, requires most city-funded capital projects above $2 million to meet LEED Silver or equivalent and to hit energy-cost savings of 20 to 30 percent below ASHRAE 90.1. The Department of Citywide Administrative Services runs the EPP program under Admin Code sections 6-129 through 6-130 to set standards for cleaning products, lighting, IT equipment, paints, and vehicles. Local Law 119 of 2005 added recycled-content paper rules. Local Law 38 of 2017 expanded electric-vehicle requirements for the city fleet. DCAS publishes annual EPP and LL86 compliance reports to the Council and the Mayor.
