Riverside County Building & Safety enforces Title 24 cool-roof standards for residential and nonresidential roof replacements covering more than 50 percent of the surface. In Climate Zone 15 (Coachella Valley, Blythe, Desert Center), aged solar reflectance must meet or exceed 0.63 for low-slope roofs. Steep-slope residential roofs in Zone 15 require minimum aged reflectance of 0.20. Permits issued through the county TLMA portal, and inspectors verify Cool Roof Rating Council labels on shingles, tiles, or coatings. Solar PV roofs receive prescriptive credit.
Final inspection failure halts certificate of occupancy until compliant materials are installed or an alternative compliance pathway under Title 24 is documented.
