California AB 1346 phases out new sales of small off-road engines including gas leaf blowers, lawnmowers, and similar equipment, with CARB regulations effective starting 2024 affecting Stockton landscapers.
AB 1346 directs CARB to adopt regulations prohibiting the sale of new small off-road engines under 25 horsepower used in lawn and garden equipment, beginning January 2024 or as soon as feasible. Stockton landscaping companies and residents purchasing new equipment are affected, but the law does not require disposal of existing gas blowers. The CORE rebate program supports zero-emission equipment purchases. Stockton has not added a separate municipal ban beyond the state phase-out.
Retail sale of newly manufactured non-compliant small off-road engines after the effective date may trigger CARB enforcement and product seizure.
