Flat Tampa Bay terrain makes drainage control critical. Altering swales, culverts, or filling wetlands without permit strictly prohibited. Finished grade must slope away from foundation at least 6 inches in first 10 feet per FBC 1804.4. Wetland impacts require SWFWMD and possibly USACE Section 404 permits. Neighbor drainage disputes common - county investigates but often refers to civil remedy.
