Staten Island grading requires DOB approval and must not impair NYC Bluebelt wetland drainage system in South Shore watersheds.
NYC Building Code Section 1804 and Zoning Resolution govern grading. Staten Island South Shore drained by innovative Bluebelt system: NYC DEP preserves 400 acres of streams, ponds, and wetlands in 16 watersheds (Bloomingdale, Arbutus Creek, Richmond Creek, others) as natural stormwater conveyance. Grading that impairs Bluebelt drainage prohibited. Projects in South Richmond Special District subject to ZR 107-44 natural feature preservation.
