Adopted under the Miami Forever Climate Ready Strategy, the Sustainable Procurement Policy is implemented through Procurement Department administrative orders rather than a single Code chapter. It directs evaluators to weight Energy Star certification, EPEAT-registered electronics, recycled-content paper, low-VOC finishes, and locally sourced food in solicitations. Vendors bidding on city contracts must disclose product environmental attributes when requested. The policy works alongside the Living Wage ordinance (Sec. 18-557) and Local Vendor Preference Sec. 18-85. Climate Action Strategy targets aim for 100 percent renewable electricity in municipal operations by 2030, with procurement preferences supporting that pathway.
The policy is internal to city government and not enforceable against private parties. Vendors who misrepresent green attributes in bids may face contract termination, debarment under Sec. 18-107, and false-claim damages. No criminal penalty applies to private actors.
