Yuba County Development Code Section 11.19.040 sets placement and visibility rules in addition to height. Inside the Valley Growth Boundary fences must sit at least five feet back from the right-of-way; fences are prohibited within the County right-of-way; and corner/intersection fences must meet the 25-foot sight-distance triangle of Section 11.19.130.
Beyond height limits, several placement requirements apply. Under Section 11.19.040(C), within the Valley Growth Boundary fences, walls and hedges must be set back a minimum of five feet from an adjacent right-of-way line (and no closer than the back of sidewalk where detached sidewalks exist), with the adjacent area landscaped. Outside the Valley Growth Boundary, fences may be located at the property line provided they stay outside any right-of-way or access easement and do not conflict with a road or driveway sight-distance triangle. Section 11.19.040(D) prohibits fences within the County right-of-way and reserves the Public Works Department's right to remove them. Section 11.19.040(G) requires fences to comply with the Visibility at Intersections standards of Section 11.19.130, which limit vegetation and structures to three feet in height within the sight-distance triangle formed 25 feet along intersecting curb lines. Fencing visible from a street must be treated as an integral part of the site architecture, with compatible materials and colors (Section 11.19.040(E)). Production houses must use steel posts (Section 11.19.040(F)).
Fences placed in the right-of-way, blocking the sight-distance triangle, or violating setback/visibility standards are enforced by the Community Development and Services Agency and Public Works, which may require relocation or removal.
