Beyond height, Sacramento County requires fences near intersections and driveways to meet visibility requirements of the County Improvement Standards, and certain commercial, industrial, and multifamily uses adjacent to residential property must screen with a solid fence or masonry wall at least 6 feet tall.
Sacramento County Zoning Code Section 5.2.5 includes general fence requirements beyond simple height. Under Section 5.2.5.A.1, when fences, walls, or landscape screening are adjacent to street intersections and points of ingress and egress, the visibility requirements of the Sacramento County Improvement Standards must be adhered to, which keeps sight lines clear at corners and driveways; landscaping in those areas is held low (about 2.5 feet) for the same reason. The Code also imposes screening duties on non-residential and higher-density uses next to homes: multifamily and institutional uses adjacent to residential are required to provide a solid wood fence or masonry wall at least 6 feet in height (Section 5.2.5.C.2), and commercial and industrial uses adjacent to residential must provide a masonry wall at least 6 feet in height (Section 5.2.5.D.2). Fence height near streets is measured from the grade of the right-of-way for fences within five feet of it, and from the highest adjacent ground beyond five feet. Fences that deviate from these standards are permitted with a Special Development Permit approved by the Zoning Administrator (Section 5.2.5.A.10). Confirm the exact visibility geometry with the County Improvement Standards and your zoning before building near a corner.
Fences that block required corner or driveway sight lines, or required screening walls that are missing or under the 6-foot minimum, are violations enforced by Code Enforcement (916-874-6444) and may have to be lowered, relocated, or built to standard.
