Beyond height, Ventura County's ordinance regulates fence placement near streets and driveways, vehicle gate setbacks, clear sight triangles, and how fence height is measured. Vehicle access gates must sit at least 20 feet back from the front or street-side property line.
Section 8106-8.1 of the Non-Coastal Zoning Ordinance sets placement and design requirements in addition to height limits. No solid fence over 3 feet may sit in a required clear sight triangle, in a required setback adjacent to a street, or in the 10-foot by 10-foot triangle on each side of a driveway on a side property line. Under Section 8106-8.4, structures and sight-obscuring fences or walls over 3 feet are prohibited within clear sight triangles at uncontrolled intersections, and hedges over 3 feet are likewise prohibited. Vehicle access gates serving a single-family dwelling or agricultural use must be located a minimum of 20 feet from the front or street-side property line to avoid blocking the sidewalk and traffic, and swinging gates may not swing into that 20-foot setback (Section 8106-8.1.1(c)). The minimum width of a vehicle access gate is 15 feet unless the Ventura County Fire Protection District allows less. Locked vehicle gates must have a fire-district-approved emergency release. Pilasters and support columns may not exceed 8 feet in height or be closer than 16 feet on center. Fence height is measured from grade, defined as the lowest level parallel to and 5 feet from the fence, to the highest point (Section 8106-8.1.4). Fences required by another law or regulation are exempt from these provisions (Section 8106-8.1.5).
Fences or gates that obstruct a clear sight triangle, vehicle gates set closer than 20 feet from the street, or gates without required fire-access width or emergency release violate the ordinance and fire district standards and must be corrected.
