All residential swimming pools and spas in Thousand Oaks must have safety barriers meeting California Building Code requirements. Fences must be at least 60 inches tall with self-closing, self-latching gates. Barriers must prevent unsupervised access by children under five.
Pool barrier requirements follow California Building Code Section 3109 and Health and Safety Code Section 115920-115929, adopted by reference in Thousand Oaks. Every outdoor pool and spa must be enclosed by a fence or barrier at least 60 inches high. Gates must be self-closing and self-latching with latches at least 54 inches above grade. Fence openings must not allow passage of a 4-inch sphere. The building wall may serve as one side of the barrier if all doors and windows providing pool access have alarms. Removable mesh fencing meeting ASTM F2286 standards is accepted. Pool covers meeting ASTM F1346 may serve as an additional safety layer but do not replace barrier requirements. Building permits for new pools require barrier plan review.
Failure to maintain pool barriers is a building code violation. Ventura County Environmental Health may also cite non-compliant pools. Fines range from $100 to $500, and pool use may be restricted until barriers meet code.
