Chicago requires all private residential swimming pools to be completely enclosed by a fence at least 5 feet high under Chicago Building Code Section 18-29-1204.8. This exceeds the Illinois state minimum of 42 inches.
Under Chicago Building Code 18-29-1204.8, all private residential pools must be enclosed by a perimeter fence of at least 5 feet (1,525 mm) in height above walk grade. Fences must be constructed of minimum No. 9 gauge woven wire mesh or equivalent corrosion-resistant material. All gates must have self-closing and self-latching hardware mounted at the top, inaccessible to small children. Fence posts must be decay/corrosion-resistant and set in concrete. Metal fences must be electrically grounded. The side of the home may serve as part of the barrier. A full building permit is required for pool installation, based on plans by a licensed architect or structural engineer.
Failure to maintain required pool barriers can result in fines and mandatory correction orders. Building without permits carries fines of $500 to $1,000 per day.
