Under Skokie's building code (which adopts the Illinois Plumbing Code and International Swimming Pool and Spa Code), all pools including in-ground, above-ground, and portable pools with water depth over 24 inches must be surrounded by a barrier at minimum 48 inches high. Barrier openings must not allow passage of a 4-inch sphere. Gates must be self-closing, self-latching, and open outward away from the pool, with latch mechanisms at least 54 inches above ground. Above-ground pools may use the pool wall as the barrier if the wall meets the 48-inch height requirement and any ladder is removable or lockable. Alarm requirements apply to doors leading from the home to the pool area when the house wall serves as part of the barrier. Permits from Community Development are required for pool installation. Pools without compliant barriers may be ordered drained or secured immediately. Fines range from $100 to $1,000 per day. Owners face significant civil liability for injuries caused by inadequate barriers. Failure to obtain pool permits may result in orders to remove the pool.
