Beyond height, Utica requires screening fences in specific situations: a solid six-foot fence where commercial use adjoins a residential district, around refuse areas and outdoor storage, and around all commercial construction sites near residential zones.
Section 2-29-585(D)-(F) sets mandatory fencing. When a commercial use adjoins an R1 or RM district, a solid six-foot high fence must be erected along the shared lot line (except the front and corner side lot lines). A solid six-foot fence must enclose and screen refuse-collection areas. Outdoor storage of materials, vehicles, and equipment must be screened by a solid fence equal to the height of what is stored, not exceeding ten feet. All commercial construction sites within or adjoining residential districts or the Central Business District must be enclosed by a solid six-foot fence. Every fence still needs a fence permit.
Missing required screening fences around refuse, storage, or construction sites is a zoning violation; Codes Enforcement can order installation and levy fines.
