Reading caps fence and wall heights at four feet in the front yard of residential and R-PO districts and six feet elsewhere in residential or mixed-use districts, per Zoning Code Β§ 600-1302. Fences in Manufacturing or C-H districts may be taller, but cannot exceed eight feet within 20 feet of a residential zone or use. Decorative posts and ornamentation may extend an additional one foot above the cap. Height is measured from the ground including any wall the fence sits on.
Section 600-1302 is the controlling residential fence-height rule in Reading. The cap depends on where the fence sits on the lot and which zoning district applies: (a) in the minimum front yard of any residential district or the R-PO (residential-professional office overlay), fences, walls, or similar structures cannot exceed four feet in height; (b) in side and rear yards of residential districts, and across most of the rest of the city, the cap is six feet; (c) Manufacturing and C-H (Commercial Highway) districts allow taller fences for industrial security, but if such a fence is located within 20 feet of a residential zone or a residential use, it cannot exceed eight feet; (d) electric-substation and similar safety-hazard fences can exceed six feet if the applicant proves to the Zoning Administrator that the additional height is necessary. The measurement rule is important: height is the total above natural grade, so a 2-foot retaining wall topped by a 4-foot fence is treated as a 6-foot structure, not a 4-foot one. Decorative caps, finials, and posts may extend one additional foot above the cap, provided the ornamentation is not continuous in a way that 'effectively extends the overall height.' Corner lots have additional sight-triangle restrictions under Β§ 600-606 (visibility at intersections) - a fence over 30 inches in the sight triangle can be cited even if it otherwise meets Β§ 600-1302. Building or maintaining a fence in violation of Β§ 600-1302 is a zoning violation under Chapter 600, Article XXII. Enforcement is by the Zoning Officer in the Department of Community Development. Penalties under 53 P.S. Β§ 37403 (Third Class City Code) can reach $1,000 per offense per day, plus an order to lower or remove the fence at the owner's expense.
