Under the Houston Amendments to the 2021 International Residential Code (Section R105.2), fences not over 8 feet high that are not constructed of masonry or concrete and are not electrically energized are exempt from permits. Front yard fences are limited to 4 feet and require approval from the Houston Planning and Development Department. Corner lots require 15-foot by 15-foot clear vision triangles at intersections where no fence is allowed. Fences exceeding 8 feet require a building permit with submitted plans and a processing time of approximately 10 days. Properties in floodplains (A or V zones) require a floodplain development permit for fences. Historic districts require a Certificate of Appropriateness.
