Ottawa County sets no fence-line rule; townships and cities do. Georgetown Township does not regulate which side faces out, but a 6-foot rear-yard fence on a double-frontage lot must sit at least 5 feet off the rear property line.
With no county zoning (MCL 125.3201), neighbor-facing and setback rules come from your local unit. Georgetown Township imposes no rule on which side of the fence faces a neighbor and no general side/rear setback, but on a double frontage (through) lot a rear-yard fence up to 6 feet must be set back at least five (5) feet from the rear property line. In the City of Holland, a 6-foot side/rear fence on a corner lot's side street may extend only to half the required side yard, but not less than 5 feet from the property line. Talk with your neighbor before building; Michigan has no statewide 'good-neighbor' fence-cost statute.
Encroaching over the line or violating setback is a local zoning matter. Georgetown enforces via civil infraction (§30.3); a misplaced fence may have to be moved or removed.
