There is no countywide fence permit in Lancaster County. Under MPC §603 the permit decision belongs to each municipality. Manheim Township states plainly that “a zoning permit is required for a fence,” except when the fence is part of a permitted swimming-pool install. East Hempfield Township, by contrast, says “fences do not require a permit however they do have regulation for height and location.” Lancaster City requires zoning review under Chapter 300. Because practice varies among the county's 60 municipalities, contact your borough or township zoning officer before installing.
Building without a required municipal zoning permit can trigger a stop-work order, after-the-fact permit fees, and fines under the local ordinance. Enforcement is entirely municipal.
