Front-setback height caps (4 feet within 10 feet of the front line in 2-R, 3-R, 7-R, and M-R zones) and corner visibility still apply even when no building permit is otherwise needed.
Erecting a fence over 7 feet without the required building permit is a zoning and building violation. The Plumas County Planning and Building Departments can issue a notice to comply or stop-work order, charge after-the-fact (often increased) permit and investigation fees, and require the owner to obtain a permit, modify, or remove the fence. Unpermitted work in a required yard can trigger additional setback enforcement.
