Tennessee adopts the International Residential Code, which mandates four-foot barriers around residential pools statewide. Local jurisdictions may add stricter rules but cannot weaken the state minimum.
Tennessee enforces residential swimming pool barrier requirements through adoption of the International Residential Code under T.C.A. Title 68, Chapter 120. Pools deeper than 24 inches require a barrier at least 48 inches high with self-closing, self-latching gates. Openings must not allow passage of a 4-inch sphere. The state Fire Marshal's Office oversees code adoption, and counties without local building departments fall under direct state enforcement. Municipalities may impose stricter pool fencing rules but the IRC minimum applies as a floor.
Code violation citations, stop-work orders, and civil liability for drowning incidents.
