Denver adopted the 2021 International Swimming Pool and Spa Code (ISPSC) with local amendments for all residential pools, spas, and in-ground hot tubs. Barriers must be at least 60 inches (5 feet) tall measured from finished grade on the outside. Openings in the barrier must not allow passage of a 4-inch sphere. Gates must open outward from the pool, be self-closing and self-latching, with the release mechanism at least 54 inches above grade or interior-mounted at least 3 inches below the top of the gate. House walls may serve as part of the barrier if all doors leading to the pool area have audible alarms per ISPSC §305.3 or are self-closing with latches 54+ inches above the floor. Final pool inspection verifies barrier compliance before certificate of occupancy. Denver Public Health and Environment investigates drowning hazards.
