Above-ground pools may use their wall as part of the barrier if at least 48 inches high and ladders are removable or lockable. Permits are required for all in-ground pools, above-ground pools over 24 inches deep, and spas/hot tubs without locking covers. Inspections include electrical bonding, plumbing, and final barrier compliance. In Chesapeake Bay Preservation Areas, additional review may apply. Non-compliance can result in stop-work orders and civil penalties. Drowning is a leading cause of death for children under 5 in Virginia, making barrier compliance critical.
