LA County Code Β§22.140 distinguishes between commercial and non-commercial still photography. Commercial shoots (advertising, product placement, fashion catalogs, stock libraries) must obtain full FilmLA permits with the same $795 application fee, location fees, certificate of insurance, and neighbor notification as motion-picture productions. Editorial and news photography is exempt under the First Amendment carve-out and FilmLA's editorial-use policy. Wedding and personal portrait sessions on public property follow the small-scale clause: parties of fewer than 10 with handheld equipment do not need permits, but tripods, lighting setups, or beach access at LA County Beaches & Harbors locations require photo-specific permits ($150 typical). Drone-based stills additionally need FAA Part 107 compliance.
Unpermitted commercial photography is a misdemeanor under Β§22.140.090 with fines up to $1,000 per day plus equipment seizure. FilmLA monitors and LASD enforce conditions. Editorial misclassification can trigger retroactive fees.
