Per Film Indy's published policies, no production can stop or block traffic in Indianapolis without IMPD assistance and DBNS approval. A full road closure for filming requires two weeks of advance notice to the city. Applicants must email ROW@indy.gov to coordinate, with a copy to film@filmindy.com. Insurance naming the city as additional insured is mandatory for any street or sidewalk closure. Off-duty IMPD officers are billed back to the production for traffic control.
Unauthorized street blockage can be cited under Rev. Code Ch. 621 (parking and streets) and Ch. 391 if it generates noise; productions may also be denied future film permits.
