Title 52 O.S. Sections 420.1 through 420.16 establish the Oklahoma LP-Gas Administration with exclusive authority to license LP-gas dealers, installers, and transport operators. Oklahoma adopts NFPA 58 Liquefied Petroleum Gas Code by reference under OAC Title 380 for tank siting, container construction, and installation. Anyone selling, installing, or transporting propane must hold a state Class I, II, III, or IV license. Cities may regulate zoning location of bulk plants and require fire-code permits under IFC Chapter 61, but they cannot license installers or override state-adopted NFPA 58 tank-distance and equipment standards.
Operating without an LP-gas license is a misdemeanor punishable by fines up to $1,000 per violation. The Administration may also revoke licenses and order tank removal.
