Arizona has been a permitless or constitutional carry state since 2010 under ARS section 13-3102. Adults twenty-one and older may carry concealed in unincorporated Maricopa County without a permit, and the Maricopa County Sheriff still issues optional CCWs for reciprocity.
Senate Bill 1108 made Arizona a permitless-carry state in July 2010, amending ARS section 13-3102 so a person twenty-one or older who can lawfully possess a firearm may carry it concealed anywhere a permit holder may, with no state permit required. Maricopa County has no separate concealed-carry rule. The Arizona Department of Public Safety issues the formal CCW under ARS section 13-3112, and the Maricopa County Sheriff handles fingerprinting and applicant support for residents seeking that optional permit. The CCW grants reciprocity with many other states, exempts holders from federal Gun-Free School Zones Act buffers, and shortens NICS checks. Carry remains barred in posted public buildings, polling places, and on K-12 school grounds under ARS sections 13-3102(A)(10) and 13-2911.
