Maryland is a shall-issue state following the 2022 Bruen decision, but the Gun Safety Act of 2023 expanded restricted location lists. Permittees must complete a 16-hour training course, pass background checks, and apply through the Maryland State Police Licensing Division. Concealed carry is prohibited in schools, government buildings, healthcare facilities, mass transit, places that serve alcohol for on-site consumption, and stadiums. Reciprocity is not granted to out-of-state permits. Local jurisdictions cannot add additional permitting requirements beyond state law.
Carrying without a valid permit is a misdemeanor punishable by up to three years imprisonment and a fine up to $2,500 for a first offense.
