Florida allows permitless concealed carry of firearms by law-abiding adults under FS 790.01 and continues to issue concealed weapon licenses through FS 790.06, with both regimes preempting local concealed-carry restrictions.
As of July 1, 2023, Florida adopted permitless concealed carry: a person who is otherwise eligible to receive a concealed weapon license under Section 790.06 may carry a concealed weapon or firearm without first obtaining a license, per Section 790.01. Section 790.06 still authorizes optional licenses, useful for reciprocity and certain exemptions. Carry remains prohibited in courthouses, polling places, school grounds, government meetings, and other locations listed in Section 790.06(12). Because firearms are preempted under Section 790.33, no Florida city or county may impose stricter concealed-carry licensing or location restrictions beyond those in state law.
Carrying in prohibited places or by ineligible persons remains a misdemeanor or felony depending on circumstances under FS 790.01 and FS 790.06.
