Public Safety Article Section 5-133 establishes that the regulated firearm laws of Maryland supersede any local firearm laws or ordinances except those concerning the discharge of firearms. Local governments also retain limited zoning authority over firearm dealers. The State Police administer permits, background checks, and the Handgun Qualification License program statewide.
