A dog that persistently barks or howls causing unreasonable annoyance to neighbors constitutes a public nuisance. Animal control officers respond to complaints and may issue warnings, citations, or notices to owners. Repeat complaints can result in fines and, in extreme cases, require dogs to be kept indoors during quiet hours. The city works in coordination with Anne Arundel County Animal Services for enforcement.
