These caps prevent residential properties from operating as unlicensed retail stores. Exceeding frequency limits transitions the activity into a home occupation subject to OKC §59-5450 zoning rules, business licensing, and sales tax collection under 68 O.S. §1354. Estate sales managed by licensed estate-sale companies may operate under the company's business license.
