Group-home protections exist under 60 O.S. § 864. City zoning applies independently of HOA rules; the stricter generally controls.
No general penalty scheme. A member denied flag display contrary to 60 O.S. § 858 may seek to void/enjoin the offending policy; solar disputes are governed solely by the declaration, since no solar-rights statute exists.
